What to build

One settings page behind the gear: accounts, music folders, offline cache (size, caching Quality cap, disallowed Tracks), Source ranking, and Plugin management. The old tab navigation and any component no longer used are deleted. Settings sections register through the same view registry as other slots.

Acceptance criteria

All previous settings reachable; nothing regresses (login, folders, offline management)
No dead components or old tab code remain
npm run check and npm test pass
Verified by running the app

Done in f926162: settings page with registered sections (accounts, playback, folders, offline cache, Source ranking, plugins); old top-bar nav and Library tabs removed. Plugins section is read-only (no core enable/disable API). Not yet verified by cargo check or running the app.
