Download failures give clear errors
Manifest documentation covers wasm, UI bundle and capabilities

Implemented in 0e07cff: Core::preview_plugin_url / install_plugin_url (same validate + consent flow, capped download, clear errors), docs/plugin-manifest.md, tests in crates/core/tests/plugin_install.rs.
