Functionality to limit the amount of vehicles.

A WorldGuard flag with a number to limit the amount of vehicles in a region. It will block the player (just if like there is a wall there) if the amount is achieved.
A setting to limit the amount of vehicles a player can own.
A setting to limit the amount of vehicles a player can spawn at the same time.
