What to build

The Plugins screen lists installed Plugins with name, version, the capabilities the user consented to, and any load error. The user can enable, disable and uninstall a Plugin, and the screen shows when a restart is needed for a change to take effect.

The optional lyrics Plugin (#27) is built into an installable package by the build script or a release step, so users get a file to install without zipping it by hand.

Acceptance criteria

Installed Plugins listed with version, consented capabilities and load errors
Enable, disable and uninstall work, with a restart-needed notice
Disabling the lyrics Plugin removes its Lyrics tab after restart
The lyrics package is produced as a ready-to-install .zip
Tested through the core and the UI logic

Implemented in a96791a and bb07cb9: installed Plugins listed with version, consented capabilities and load errors; enable, disable and uninstall (confirmed) with a restart notice; build script zips optional Plugins (plugins/dist-optional/lyrics.zip); core test covers disabling lyrics. Lyrics break dots follow in 29183eb.
