What to build

The YouTube plugin implements the recommendations export from #99 so YouTube Tracks in a Playlist seed YouTube Recommendations (ADR 0024). Check first what YouTube offers for related Tracks to this plugin; if nothing usable exists, comment with the finding and relabel ready-for-human rather than faking it. Bump the version in plugin.toml and Cargo.toml.

Acceptance criteria

Export takes the host's seed list and returns Tracks, using what the API allows (fanning out per seed if needed)
Failures return an empty list, never an error the user sees
Recommendations appear on a Playlist with YouTube Tracks
