What to build

A Settings toggle, off by default, near Track matching (ADR 0024). Its text says that title, artist and ISRC of local files go to your top-ranked Source. When on, the host resolves each local Track in a Playlist to a Catalog Track, trying track_by_isrc and then a title/artist search, in Source ranking order, and uses the match as a seed for that Source. An all-local Playlist then shows Recommendations. With it off, nothing is resolved or sent.

Acceptance criteria

Setting exists, defaults to off, and explains what leaves the machine
Off: no lookup request is made for local Tracks
On: local Tracks resolve via ISRC then search, in Source ranking order, and seed Recommendations
Unresolvable local Tracks are skipped without error
Hidden or disabled in Offline mode
Core integration test with a fixture Source plugin
